SB 1 Sea Level Rise Adaptation Grant Program Updates & Upcoming Deadlines

Updated Application Materials Now Available

OPC has updated the Senate Bill 1 (SB 1) Sea Level Rise Adaptation Grant Program application materials. Updates include revised Track 1 SLR Adaptation Criteria (July 2026) to align with the California Coastal Commission and San Francisco Bay Conservation and Development Commission (BCDC) Regional Shoreline Adaptation Plan (RSAP) frameworks, and a revised Track 1 Proposal Template to better distinguish Outer Coast and San Francisco Bay Area project applications. Applicants should be sure to review and use the most current versions of all documents.

Informational Webinar – Thursday, August 13, 2026
An informational webinar covering the updated Track 1 (Planning) application materials will be held on Thursday, August 13, 2026 from 11:00 a.m. to 12:00 p.m.
- Register for the Informational Webinar
Next Application Deadline – Friday, September 11, 2026
Submission deadline for Track 1 (Planning) project consideration at the December 2026 Council meeting.
- For applicants interested in applying by the September 11 deadline, an Office Hour will be held on Wednesday, August 19, 2026 from 11:30 a.m. to 12:30 p.m.

Key Updates to the Application Materials Include:

Funding Availability: Revised information on available SB 1 Sea Level Rise Adaptation Grant Program funds.
Track 1 SLR Adaptation Criteria: Revised to align with California Coastal Commission and San Francisco Bay Conservation and Development Commission requirements for Senate Bill 272 (Laird, 2023).
Updated Track 1 Solicitation: Revised the solicitation to only be applicable to Track 1: Sea Level Rise Adaptation Planning. Track 2: Sea Level Rise Implementation Projects are considered under a separate, competitive solicitation (current competitive solicitation for Track 2 projects is closed).
Track 1 Proposal Template: Revised to better distinguish Outer Coast and San Francisco Bay Area project applications.
