Apply Now: SB 1 Sea Level Rise Adaptation Grant Program – Implementation Projects (Track 2)
Letter of Intent due Friday, February 20, 2026
OPC is pleased to announce the release of the Sea Level Rise Implementation Project Solicitation (Track 2), a new funding opportunity within the SB 1 Sea Level Rise Adaptation Grant Program.
This competitive solicitation provides funding to support the implementation of nature-based sea level rise adaptation projects on the Outer Coast and in the San Francisco Bay. Eligible projects must be identified as a priority in a completed or in-progress sea level rise adaptation plan, coastal resilience plan, or other comparable land-use planning effort, with an exception for strategic relocation projects.
A total of $7,000,000 is available in this first solicitation round to fund projects for up to three years. The Program anticipates opening future rounds of funding on an annual basis, subject to availability of funding. Projects are anticipated to range from $500,000 to $2,500,000, although smaller or larger requests may be considered with justification. Applicants may seek funding for the following project phases:
- Site Assessment and Preliminary Design
- Final Design and Permitting
- Construction

Informational Webinar and Office Hours
- An informational webinar for prospective applicants will be held on Wednesday, January 21, 2026 at 11:00 a.m.
- OPC staff will hold virtual office hours on Thursday, January 22, 2026 at 11:00 a.m.
Submit a Letter of Intent
Applicants must submit a Letter of Intent (LOI) by Friday, February 20, 2026 at 5:00 p.m. to be considered for funding. The LOI is the first phase of the grant application process. An Applicant may not submit a full proposal unless invited to submit a full proposal, following receipt and review of the LOI for Applicant and Project eligibility.
The full proposal deadline is June 5, 2026 at 5:00 p.m., with selected proposals anticipated to be considered for approval at the September 2026 public OPC meeting. Please refer to the funding solicitation for all relevant dates and deadlines.
